an ordinance that would require voter approval before a desalination plant is constructed was finalized by the santa cruz city council at their meeting last night. the desalination facility project is undergoing an environmental analysis that isn’t expected to be completed until at least the summer. the earliest the desal plant could come before the voters is june of 2014. the estimated cost of the facility is at least 115 million dollars.
