(08:27) SANTA CRUZ – The Santa Clara Valley Transportation Agency is making changes that will affect passengers travelling with Metro Santa Cruz. Beginning Friday, VTA will no longer issue paper day passes and will instead use clipper cards. Due to this change, Metro will no longer be able to provide upgrades with VTA passes on Highway 17. Metro will continue offering the discount for a two-week grace period. Beginning January 15, passengers will be required to pay full fare for a Highway 17 Day Pass. (S.G.)
