Homicide charges against 2-men have been dropped by Monterey County authorities. The district attorney’s office has decided not to pursue criminal charges against 21-year-old Stephen Mario Garza, and 18-year-old Jeffrey Dalton Lopez. The 2-were arrested for the shooting death of 18-year-old Efren Hernandez Vargas in Castroville last Saturday. The D.A. says there isn’t enough evidence to charge the suspects.
