Steve Collins appeared in a Monterey county courtroom this week, to enter a plea on multiple felony accusations. The former water resources control agency director pleaded not guilty to the charges on Wednesday. Collins is facing 33-felonies and 6-midemeanors, for conflict of interest and billing for services not performed. He is due back in court on December 7th, to schedule a date for a preliminary hearing.
