(16:42) CARMEL VALLEY- A Carmel Valley special needs woman, thought to be missing has been located. $1 year old Vanessa Bell has been found safe in Florida. Bell has been missing from Carmel Valley since April 4th apparently travelled to Florida after she purchased a ticket to the area.
