DUE TO INSUFFICIENT EVIDENCE, THE CASE AGAINST A CARMEL CITY MANAGER HAS BEEN DROPPED. STEVE McINCHAK, THE INFORMATION SYSTEM MANAGER, HAD BEEN ACCUSED OF ACCESSING COMPUTER SYSTEMS WITHOUT PERMISSION. McINCHAK FILED A LAWSUIT AGAINST THE CITY FOR BREACH OF CONTRACT, DEFAMATION, AND THE NEGLIGENT INFLICTION OF EMOTIONAL DISTRESS.
