Carmel city officials have approved a pilot program that will aim to preserve Carmel Beach. The one-year program will call for the installation of over two dozen fire rings on the beach. Officials say the rings will control air quality and prevent black charcoal from turning the white sand to gray. Beginning in May, visitors must build bonfires inside the fire rings.
