Holiday shoppers will be able to park for free in The city of Capitola. Free parking starts tomorrow on the streets in Capitola Village and city-owned lots. The usual two-hour limit for a parking space has been bumped up to three hours to allow for leisurely shopping. The free-parking policy runs through December 25th.
