A suspected thief was apprehended at the Capitola Mall on Friday. Surveillance video and other clues helped identify Isaiah Payne as the person responsible for stealing a cell phone from an employee work are at the 41st Avenue Safeway. Santa Cruz Sheriff’s deputies sent out an alert to other agencies an Capitola police then located the suspect at the mall. Payne was booked into Santa Cruz County Jail and the cell phone was returned to its owner.
