State regulators approved a plan yesterday which would provide financial incentives for certain companies to emit fewer greenhouse gases. The Air Resources Board voted 9-to-1 to pass Assembly Bill 32, California’s 2006 Climate Law, with the hopes of encouraging other states to follow suite. State officials also are discussing plans to link the new system with similar ones under way or being planned in Canada, Europe and Asia. The board began hearing testimony yesterday and are expected to vote on the regulations today.
