In other years, downtown Santa Cruz is full of people Halloween weekend. But this year, the celebration downtown was cancelled due to the pandemic.
City officials say there will be no extra lighting, no extra porta-potties, and no added street closures downtown. And no trick-or-treating will be allowed.
However, restaurants and other businesses will remain open.
Santa Cruz police can hand out triple fines to discourage rowdy and lewd behavior as they find it.
