A dog stolen from a Santa Cruz area beach parking lot has been reunited with its owner. On September 2nd a man was preparing to surf at Moran Beach when a woman approached him, engaged him in conversation before abruptly taking off with his dog. The woman, described as suffering from mental health issues was located in Placerville and the dog was handed over to authorities and returned to its owner in Santa Cruz. At this time no charges have been filed.
