Watsonville police say a driver wanted for an October hit-and-run has turned himself in. Investigators say 18-year-old Rafael Reyes was driving a black GMC pickup when he struck and severely injured a 23-year-old victim.
The victim was flown to an out-of-county trauma center. She has since been released from the hospital but faces a long recovery.
