The Santa Cruz County Civil Grand Jury is calling on county officials to address the hundreds of unaccompanied homeless youth and young adults. A 2017 county survey identified 588 homeless youth, which marked large increase compared to 2015 numbers. The group urged the county to develop a homeless youth outreach program and to create an emergency shelter for homeless young adults and homeless unaccompanied minors.
