The CHP shut down both directions of Highway 1 in the Capitola-Soquel area on Wednesday. The closure took place during the afternoon commute when a suicidal man scaled a fence on the Park Avenue bridge and was standing on a narrow railing above the freeway. A fire engine ladder truck was used to help the distraught man to safety, and the roadway was re-opened after a half an hour. The man was transported to a mental health facility for evaluation.
