The California Coastal Commission has ruled that access must be restored to Pacific Manor Beach in Pacifica. To that end, commissioners have fined the business that owns the Oceanaire Apartment Complex $1.45 million. Commissioners have also ordered the owners to remove the large rocks they put on the beach, repair the seawall and public stairs, restore the grading on the beach, perform erosion control, restore the public viewing area at the top of the cliff, and replant the area with native plants.
