(16:03)MARINA- The California Coastal Commission issued a plan for the the Cemex sand mining plant in Marina yesterday (Thurs). The commission agreed upon a 2020 closure date for the controversial plant. The agreement is now subject to approval from the State Lands Commission, which is scheduled for sometime in Auguat.
