The leaders of the south Monterey county city of Greenfield have created a new ordinance to try and reduce the amount of stray animals in the city. The new law prohibits people from breeding their animals (within city limits) unless they have a specific license to do so. Breeding will be deemed to have occurred when an animal has a litter, whether it was on purpose or “by mistake”.
