(16:06) SACRAMENTO- Governor Brown signed legislation on Friday authorizing the California Highway Patrol to develop lane-splitting guidelines. Lane-splitting although permitted is a legal gray area. The CHP, which published guidelines in 2013 but was then, told it did not have authority to set policy. The agency is now legislated to develop lane splitting guidelines.
