There are around 2 thousand homeless people in Monterey county, but only about a third of those take advantage of the numerous shelters around the area. That means that 1300 plus people are still sleeping on the street. In some cases it’s because the homeless don’t want to abide by shelter rules, in others the homeless don’t want to leave their personal belongings behind.
