(07:18) SALINAS – A man convicted of arson in Salinas has been denied conditional release from a mental health facility. In 1988, 56-year-old Baldemar Vasquez Galvan targeted tenants in an apartment complex by lighting it on fire. Galvan was later found not guilty by reason of insanity and was committed to the Department of State Hospitals. During a court trial this week, a Monterey County judge determined Galvan still poses a danger to the health and safety of others. He was ordered to return to Napa State Hospital. (S.G.)
