(07:22) WATSONVILLE – The city of Watsonville has appointed a new city manager. Charles A. Montoya has previously served as a Town Manager in Arizona and a Director of Finance in Colorado. Montoya is replacing Carlos Palacios, who stepped down in earlier this year to serve as Deputy County Administrator for Santa Cruz County. Montoya will begin working on November 30. (S.G.)
