(08:25) SALINAS – Salinas officials are making preparations for a potentially destructive El Niño winter. The city experienced severe flooding and damage during El Niño conditions in 1995 and 1997. Additionally, the capacity of the Salinas River has become restricted by sediment and undergrowth in recent years, increasing the likelihood of flooding. In response, firefighters and first responders are receiving specialized training. Maintenance crews are also clearing the Salinas River Channel and storm drains. (S.G.)
