(18:06) SALINAS – A lawsuit has been filed on behalf of the family of a man shot and killed by Salinas Police officers last year. Frank Miguel Alvarado’s family claims that police officers filed “false police reports” and engaged in “unreasonable use of deadly force”. The suit also alleges the police department itself, was responsible for “allowing, tolerating, and/or encouraging police officers not to file complete and accurate reports”
