Carmel is half-way through its parking meter trail period. A 6-month trial began at the end of 2014 and is part of a larger effort to resolve parking problems in the downtown area. The effectiveness of the meters has yet to be determined, but some local businesses and residents say that the meters are discouraging people from visiting and spending money.
