An inmate serving two life sentences without parole has requested a new sentencing hearing. 34-year-old Norman Ford Willover was 17 when he was convicted for his role in the murders of two Monterey Peninsula women in 1998, after escaping a juvenile detention center in Utah. Under the new California law AB9, inmates who were sentenced as minors and have served at least 15 years can petition for a hearing. A Monterey County judge is reviewing the request. A similar request was recently denied in Santa Cruz County.
