A naked man who was seen driving around Salinas’s Northridge Mall yesterday, is now under arrest. An off-duty security officer says the man was driving throughout the mall’s Northeast lot fondling himself. Police responded at about 7 p.m. and found 32-year old Francisco Moreno, who was on probation, naked from the waist down in possession of marijuana for sale. Police say Moreno did not approach anyone during the incident.
