a windsurfer, that experienced equipment failure, was rescued sunday afternoon. on-lookers reported a windsurfer unable to right his board about 1 hundred feet off of westcliff drive near stockton avenue. fire department rescue crews and the harbor patrol were dispatched shortly after 4 p-m. rescue swimmers reached the man and assisted him to safety.
