opponents of a santa cruz desalination facility have gathered enough signatures to put the issue to a city wide vote. the group handed in 88-hundred signatures to santa cruz city officials, exceeding the 54-hundred needed to place the issue on the november ballot. there have been indications that the city of santa cruz and the soquel creek water district intended to ask residents for a vote anyway. the proposed plant would produce 2-point-5 million gallons of water a day.
