a proposal for a low-income apartment complex on ocean street is set to be considered by the santa cruz city council at their meeting tomorrow. developers hope to construct a 58-unit complex at the 1 and a half acre site south of broadway. the project was approved by the city’s planning commission in december. the city council is scheduled to discuss the housing proposal at its 7 p.m. meeting tomorrow.
