The Former director of the monterey county water resources agency board of directors was charged with dozens of crimes today. Stephen Collins is facing 33-felony charges, as well as 6-misdemeanor counts, for allegedly illegally profiting off of water contracts. Among the charges were conflict of interest accusations, for his role in awarding a contract related to a regional desalination project, as well as accusations of billing for services never performed. Collins resigned form the board in april.
