officials from the california highway patrol have suggested that charges be filed against a driver involved in a collision that killed a man and his horse. allen haughay junior was riding a horse in north morgan hill in september, when he was struck and killed by a truck driven by 58 year –old blaine beck. beck wasn’t arrested when the accident occurred, but chp have revealed that he was in violation of two vehicle codes. the santa clara district attorney’s office has up to one year to charge beck with involuntary vehicle manslaughter, as the chp suggests.
