new regulations for surfing schools on santa cruz beaches were passed by the santa cruz city council on tuesday. under the new rules, the number of students that can be taught collectively HAS been capped at 32 students. the number of year round schools that may operate on beaches has also been lowered from 6 to 4. permits to operate surfing schools have increased in price from 750-dollars per year to 1000 dollars per year.
