A san-francisco-based engineering and construction firm has concluded its analysis of a capitola stom drain, which ruptured during heavy rains in march. The break caused flooding to capitola village, and to the city-owned pacific cove mobile home park. Capitola is facing 1-point-4 million dollars in legal claims as a result, and cleanup is expected to cost another 1-point-5 million dollars. The report by URS Corporation revealed that the rupture was found to have occurred at a concrete culvert under bay avenue, which was connected to a 50-year-old corrugated steal pipe. The pipe broke, causing soil around it to flood, and create a sinkhole under the mobile home park. Capitola city leaders are looking into whether santa cruz county might have any libability, something county leaders deny. Capitola has begun the insurance claims process for the damage.
