MONTEREY HAS NAMED ITS NEXT CITY MANAGER.    THE CITY COUNCIL VOTED IN FAVOR OF OFFERING INTERIM CITY MANAGER MIKE MCCARTHY A THREE-YEAR-CONTRACT IN A CLOSED SESSION TUESDAY.    IN THE PAST, MCCARTHY WORKED AS MONTEREY’S HUMAN RESOURCES DIRECTOR AND ASSISTANT CITY MANAGER. AS INTERIM CITY MANAGER, MCCARTHY WORKED TO ELIMINATE A HALF-MILLION DEFICIT THIS FISCAL YEAR.    THE CITY COUNCIL WILL VOTE ON THE CONTRACT IN AN OPEN SESSION MAY 6TH.
