THE DEL REY OAKS CITY COUNCIL WILL CONSIDER A NEW 3-YEAR CONTRACT WITH THE SEASIDE FIRE DEPARTMENT TONIGHT.    THE NEW FIRE SERVICES CONTRACT WOULD REPLACE THE CURRENT FEE-PER-COMPLETED CALL METHOD WITH A FLAT-RATE CHARGE OF $135,000 STARTING THIS FISCAL YEAR, THEN INCREASING TO $195,000 IN 2015.    DEL REY OAKS CITY MANAGER SAYS THE NEW CONTRACT WOULD SAVE THE CITY $90,000, AND ALSO ELIMINATE A FIRE CALL FROM BEING CANCELED BECAUSE OF THE COSTS ASSOCIATED WITH IT.
