The Watsonville Planning Commission has recommended that the city council deny a 21-unit housing project on Airport boulevard. If approved, it would have meant the construction of 21 townhouses on a parcel on the 500 block of Airport Boulevard. Although planners voted 4 to 3 in favor of the project, it needed a super-majority of 5 votes to be approved.
